Spain's national public broadcaster TVE has signed an agreement with transmission operator Abertis Telecom (the main one distributing DTT signal all over the country) to take the channel’s DTT signals to all homes through satellite Hispasat.

The agreement contemplates reaching the 1.5% of the population who
would never be able to receive terrestrial TV signals. The decision
will reuse TVE signals already present on the satellite which have been
historically used for thte distribution of the broadcaster's signal to
the terrestrial centres.
Abertis will adapt the existing CA system which will be in-the-clear
and at the industry's disposal for the development of the necessary
decoders.
This initiative will be at the disposal of the rest of national
broadcasters for their DTT total distribution, with Abertis able to use
the already-existing DTT signal on the satellite. The solution will
also allow regional broadcasters to adopt it for the same purpose.
The autonomous region of Madrid has already chosen the Abertis
Telecon-Hispasat solution for the total extension of DTT in this region
contemplating a 100% coverage of capital Madrid.
